The system of remote monitoring of the atmosphere and supporting decision-making on management in ecological emergencies

Abstract

At present an unfavorable ecological conditions are observed in the Ukraine that are caused by uncontrolled release of pollutants into the atmosphere and industrial waste stored near rivers and lakes. Environmental pollution especially in large cities has become critical. It adversely affects population health and results in a decrease of life expectancy. Therefore it is necessary that a system of environmental pollution monitoring should be formed on national level that would continuously monitor atmospheric pollution in big cities and allow us to solve problems of atmospheric pollution conditions control in case of ecological crises as well. Owing to intense environmental pollution caused by anthropogenic factors the creation of ecological monitoring system is an urgent need. Such system allows continuous monitoring of the atmosphere and revealing unfavorable and emergency ecological conditions. Available distant systems, for example satellite and laser systems, do not provide necessary details on individual objects. Besides, the systems are very expensive and thus the necessity arises of constructing mobile and less expensive devices for remote monitoring of atmospheric pollution. The system contains an improved structure of Fourier spectrometer aimed at better sensitivity and noise-resistence, software for the spectral complex on the basis of Fourier spectrometer to detect a large number of gas admixtures; the model of current atmospheric condition analysis; algorithm of operative management of atmospheric cleanness state, optimum models and algorithms for the system supporting decision-making (SSDM) in ecological emergency situations; program tools of SSDM to monitor the atmosphere and eliminate the conditions of ecological emergency. The complex allows us to analyze the current state of the atmospheric pollution and management of the cleanliness state as well as to reveal emergency situations and to search for and analyze variants of their elimination.
